On an average about a year from when they accept your application, you should expect a test.... In my case, I got a test about 9 month after transfer to the local office.

If you got your degrees accredited by a Canadian organization that can accredit overseas educational degrees, those can be reused as proof. Those do have a statement which states that the education was completed with the "language" as a medium. Hope this helps.
