@robertp, Line 374 in the tracker: today my parents have submitted their passports for immigrant visas in person at the VFS Global office in Moscow.

My mother (the principal applicant) received the letter in her email box. This is despite the fact that I am the representative. The letter gives the link to the Russian VFS center as to how to submit the passport(s).

No, the case has remained with CPC-M. The PCC request was part of the SA letter (hard copy, by regular mail). I submitted the PCC back in Dec.

This is incorrect. My case's office is CPC-M and I did get a pre-arrival letter from them.

You can submit a question via the webform about whether the office has received the submitted docs. In my case, they replied that they confirm the receipt of the docs by CPC-M.

Distribute the files among as many separate emails as needed to accommodate the required max size of 5 MB per email attachment. For example, I sent 13 documents in 8 emails.

Yes, in every form that asks for either sponsor's or rep's email address my email address is shown correctly. That's just mere negligence of the particular CIC officer to blame. They also made a typo in my stepfather's last name. Go figure!

CIC made a typo in my email address and I have been trying to make them change it (submitted a webform). Because of that, I have not received any email (such as SA) that would show an LVO.
