Did you ask for the reason that why ur files has gone for review?, Apply for GCMs and know the reason first....

doesn't CEC come under FSWC applications class?, it says it should be met for FSWC applications submitted prior to 1 jan 2015, 'met' is application accepted and AOR sent. For other categories BOWP , the eligibility should be set to passed.

Re: BOWP Rules Changed ? just my 2 cents.. I think line "...or “Met” for FSWC applications submitted prior to January 1, 2015.." is they key, as AOR recieved means eligiblity met. May be for EE they need Eligibility passed.
