You can apply again with additional supporting documents (cowgirlyyc made some good points above). What's so special with this certificate program that you can't take it in the UK? You have to provide documents supporting this. Otherwise it looks like you wouldn't go back to UK or Nigeria...

Rule of thumb: never fabricate documents for immigration/visa purposes. I mean it. I know this is not a big deal in middle eastern cultures but it's a major offense in Canada.

what do you mean by company insurance? I have insurance through work and they cover everything. It depends on your coverage which is VERY dependent on your insurance.

I am in Alberta too. I have a student permit from another province and am not eligible for Alberta Health Care Card. I pay $56 for every visit to a doctor! Luckily, my current private insurance reimburses everything.
