I am Indian Passport holder and currently in Netherlands. PP shouldn't be sent outside of India, but since I am in Netherlands Can I send PP to ottawa for stamping?

I didn't submit the NOA along with the package and received my AOR. I left Canada by the time when NOA received so it went back. I have submitted all my pay slips and T4, but not NOA. Can somebody suggest me if I have to get the NOA and send to CPP-O.
