Mot, I don't think it has to do with educational certificates afterall in Naija the language of instruction is English whether at the college of education (or polytechnic) or university, maybe not to all applicants I agree but I have seen some folks been asked to produce IELTS certificates...

Oloye, I agree with you that the law says proficiency in English language is what is required by writing a statement in English language, that is fair enough, but the same immigration officer without meeting you will ask you to 'update' your documents by asking you to produce IELTS certificate...

thaiguy, Good point. For native English speakers it is not a requirement but for non-native speakers whose mother tongue is not english better take the IELTS that's the only proof (to show you have a good command of spoken and written english) to convince the immigration people.

Oloye That's not true. IELTS is fast becoming a special requirement regardless of location. The 2001-2002 sets (soj and tito) might have been lucky to sail through but I bet you I know a couple of others who have been asked to produce IELTS certificates. These days rules change every time and...

mot, It goes beyond that. Nowadays you still need to do the IELTS exam and enclose your scores, except in some special circumstances when it might be waived. If you had asked this question in 2006 I would have conveniently told you it is a simple writing of 'fluency letter in English Language'...
