With OP you can wait another year to increase your work experience to 2 years. With 2 years of work experience you will get the ITA without any doubt. I would suggest you to wait another year. If you have OP then you should be able to change employer, if you wish to.

CIC EE does not specify that you need MRP to apply and nevertheless you can always update your information via case specific inquiries after EE application is submitted. I would suggest, apply for the MRP ASAP and in the mean time if you get the ITA, you can go through with the application...

Hi, After November no one will be allowed to travel with hand written passport. So it might be a good idea to get a MRP before you get ITA.

Retaking IELTS might be an option to improve the overall score. Transferable skill +3 years and anything over 3 years do not really matter. I do not see any other way.
