Yes, e-certificate for now is only pilot. IRCC is selecting few folks for e-certificate. For me I received physical certificate and never had an option to choose between e-certificate/physica. You need citizenship certificate to apply for canadian passport.

Took oath on 6th March and received certificate on 10th. Applied for passport on 13th and picked up on 15th.

For your first question answer is it varies by application but anytime between 2-4 weeks. And for your second question the answer is if you're not from visa exempt country then you'll get a passport request doesn't matter where you applied from.
