Yes. $28 for 4 stamps as you said. I also know someone in the Ottawa region who charges a flat fee of $40 per passport, regardless of the number of stamps.

I used the following company: https://taontario.ca/ $7 per stamp+GST and free regular mail. You should email them scanned copies of passports and stamps. The whole process took 1 week.
