    You were right. I actually mailed out on Dec 31. The Canada Post employee told me If I mail out on 30, it'll be there on 31 (which is bad). If I mail out on 31, it's guaranteed to be there on Jan 2. That's what I did. And the girl even told me, I have to make sure to mail my package before noon...

    Some Jan 5 applications are out of luck? Sure. But what bothered me was not all complete Jan 2 applications are processed yet. Nor do we hear about the returns. To say the "CC charge" is done is mind-boggling.

    How would CIC select 10 out of 20 in my previous example? And as people verified, there's no time but only date stamp for each application. How would they select applications within the same day?
