Sorry to know about your sister's visa refusal. Ofcourse CHC Islamabad is issuing visit visas. I myself got multiple entries visit visa on 14th Sep.

Dear Imran, I will suggest you to avoid applying your parents and siblings TRVs all togather. It is better to apply your parents visit visa first. Your siblings will be the strong ties in that case.
