there are some CIC region who does the processing of the cases and some does processing + issuance of visas. In my case our process was done via London UK office but visa were issed from Abu Dhabi office. Secondly, it all depends on workload the office has.

One your medical is accepted by CIC, that means that you are almost there. The next step is they may ask for further documents if they wish. Else, they will ask you to submit the passport with the latest photographs (they will specify that). I hope that helps.
