    Lamia, in that case the applicant was in the cap (and got charged), but was not eligible due to the lack of points. My point is that if the fee was encashed, you are within the cap, and Andonito has stated the opposite.

    Yeah, you're right :) I also can't see any correlation between Minister's promise of short waiting times for the new FSWP applicants and huge backlogs in particular VOs. Anyway, everything will become clear once we get Medicals Request report from one of the NDVO applicants.

    I'm afraid, PER would not suffice. Canadian institutions usually have one tuition fee for the citizens and permanent residents (holders of PR cards), and another fee (usually, twice as big :() for everyone else. Anyway, it's better to ask the stuff of your institution. They'll tell you for sure.
