My COPR was issued January 21 (even before my status changed to "medicals received"...weird) and I only received it today as well. Talk about snail mail...!

It sounds like you need to find another way to obtain a permit. As mentioned before, you can't get a BOWP. You can look into getting your company to apply for a LMO (Labour Market Opinion), but it's hard to obtain if you don't have a specialized job or skills. Some countries offer two permit...

I didn't get a confirmation and my status is now 'Decision Made', so I assume they won't send you anything other than the automated response (unless you specifically ask for it perhaps).
