I went personally and got my PCC done. They took 1-2 weeks to get the PCC. If you can go to the consulate personally, its the best and the fastest way to do it. Make two money orders. You can send one return package, it should be fine.

Officially, your country of residence is the place you have stayed the most in the last 18 months and if it differs from your current residence, then you can give the country of residence as your current residence if you are going to stay their in the future until the canadian thing is done.

My first question would be "what is your highest level of education?". If it's secondary school, you need to show ECA for that. CIC did not get your education credentials.

If your cutoff was around 453/469, you can happily lose the points and still make the draw. For a cutoff of 481, if you lose one point, you lose the draw as your points fall below 481. i am glad that you wont have to decline.
