No we can not write the date on it. the photographer supposed to put the company seal and specify the date in it. You can surely write the name and DOB. that is fine.

Mishki has asnwered the queries really well. Just want add , As you have your IELTS on Aug 29 , just in case you dont get your PCC , then i think you should be able to withdraw PPC request and get your passport back. This way you can get your IELTS done. You will have to reapply for PCC again...
