I would say the clerical stuff has stalled for my requests. It has been two weeks and they were not able to mail out an already printed certificate for me. I am seeing progress from some people though, and even some oaths being completed in small groups of people.

For my urgent situation I had my MP involved. As well as talked to IRCC almost every day. They say that everything is in the green but they still cannot tell me where my certificate is at. They also rejected the idea of pick up apparently, so it's a mail only, when I'm on an emergency time line...

That does happen, I did not have many passports or a lot of travel so mine was probably simpler in that sense. If they think they need to check they request a passport scan again, or check things in an interview.
