The expiration date on your landing visa is a date before your medicals were done. Eg if your medicals were done on July 12th 2012 the the expiration date on your landing visa will be July 11th 2013. Thats why they rush for those people whose Medicals are expiring soon.

I have a feeling that the one's whose Medicals have just happened and not expiring in coming months are the ones who are mostly delayed by CIC to return back their Passports.
