The instruction letter issued by CIC clearly state that family members can enter after the landing of principal applicant. However all members (irrespective of sequence) shall land before expiry of visa / medical. Wishing you all the best.

I never got response about "waiting review". It use to be "BGC ongoing" only.

Yes, it is apparent practice that people are getting medical after completion of BGC and SC although exceptions are there. I have come across few gentlemen who received MR after significant delay (due to ongoing BGC), and soon after MR the process expeditied towards visa stamping. Good luck.
