No you cannot send them before as they will not be tax free exempt and when you ship any goods you have to be present to clear them from customs

Do not give up things will work out for you too... let's put it that way they gave us 1 extra year on the medical and it took only 9 open days for them to send us back the passport by mail.. of course the envelope was express mail took only 1 day to get to my wife post office.
