we had a same situation my father is in Philippines too. What I did and you should do also follow the step 4 states that if you do not have mailing address in Canada because your mom is in India, you have to send a webform.. It will take a while but unfortunately you have to wait.

Yes but they have to send a webform to request another instruction letter which I did for my father it took me almost 2 months before they sent my father’s 2nd ppr instruction letter.

Yes you have to send a webform and ask for instruction letter to submit the passport on the location where your mom which is Philippines. It took me almost 2 months before my father got the instruction letter to send to VAC Manila. I already got the 1st PPR last October. Then I sent 5 webforms...

Did you update them about where your parents are right now? If not you should inform them via webform. Then the biometrics they can also do that in India and PPR also because you informed IRCC where your parents are.

An update and great news also, they finally sent tonight the instruction letter to send my father’s passport in the Philippines because that’s where he is right now. He will submit the passport on Monday in VAC. Yey!! No need to call IRCC next week lol.. Have a great weekend!!

My father was here too on a supervisa but still got the biometrics request. Since he doesn’t have a US visa he has to go back to home country to get the biometrics.
