Better take 2K(10%) as cash and remaining 18K as TCs. No one can encash TCs except you as it needs your passport and signature. So the money in TCs are safe. You can take upto 100,000 USD per year as TC/cash. Thats the limit. I guess thomas cook guy meant the currency limit in USD. BTW...
