Hi If PR is your only concern I would suggest you to apply for MBA or any other course related to her previous studies in quebec as getting PR in other states is tougher due to new rule of Express entry....What she has to do is clearing french B2 and apply for CSQ just after her studies no need...

According to my suggestion dun go in any of these colleges try to get addmission in any public univ. Visa approval chances are few in these colgs. Furthermore rules has been changed its difficult to get PR if you study from these colgs. Rest your choice. Good Luck

Hey... As You score less in bachelors I will suggest you to apply online for canada visa as the processing took place in canada not in india and the chances of visa approval are more...rest it depend on in which collg or univ u took addmission...if u got admission in got public univ they will...
