Since you case is kind of rear, shake the top of the tree right away by sending detailed letter to resolve your issue to Minister J. Kenney, so his office would take care of it and you can do CAIPS-notes as well in the meantime. Hope you'll have everything resolved positively for you.

As far as i know, if your application went to in-process before the new regulations, then you are eligible for further process, correct me if i'm wrong. The advice from 'Itsbeenlongnow' is the best to follow. regards, chami

I sent an inquiry letter to VO and it took them 22 days to answer about my MR had been sent to me and some other info had been requested. Let's see and wait what is coming. I would advise you to drop them follow-up letter us well

What do you guys think if 1 of the applicants (not the main person) can not accompany the main applicant due to family circumstances, would it be OK not to provide with PC and not send passport further or it might delay the process? Any suggestions are appreciated. Thank you.

If you friend doesn't reside in Canada that means he'll be paying higher amount, not $5 as if being in Canada. Why don't you apply on your own then. in that case you wouldn't involve 3rd party. Usually 3rd party who lives in Canada needed for this case. It's up to you though
