when you link the application, the city of birth could be tricky. for some countries, the passport will have the province of birth instead of city of birth, so when you link the application, just try whatever on your passport (i.e if you have province or place of birth on your passport, try it)

Take my case as example, they received the package on Aug 22 but they acknowledged the content on Nov 1. Be patient.
