    You are right. But CIC's intake Departement is also located in NS. The CPC in Ottawa only processes applications that are a bit unusual, therefore more complicated. CPC is the higher authority and takes care of the decisions, that CIO agents are afraid make. Everything else gets processed in Sydney.
