    No, you become eligible for domestic fees because you are just eligible to apply for permanent residency. Regardless of whether you get your PR or not.

    Definitely put the Ottawa address for the "From" part on the return envelope. What do you do if your address on the envelope gets corrupted when they are returning your passports? Canada post may need the From part to return it to CIC.

    I already asked this question from CPP-Ottawa by email. They replied that I am indicated as the primary applicant, but the form is signed by my spouse. An applicant is always the person who is eligible to apply and may add his/her spouse to his/her application.

    It's you the applicant. Your spouse is the spouse of an applicant. She should put her name as the spouse and your name as applicant. I am seeing this now in my spouse's form.

    I think this is a misrepresentation. But why do you think TA is a problem? It might be hard to get it through but the lectureship is as hard I think. Best would be to have enough supporting material for your TA. That's just my opinion.
