I have question. If people receiving DM is it through email or snail mail?

Hi all I would like to know if there is someone from the Philippines here. I have applied Inland but I have question for outland since I have a dependent outside Canada. I have question if how much is the courier will collect when the embassy sent out the passport/visa to my dependent? THANKS GUYS!
