@PizaVisa : I had sent PPs on Wednesday the 15th and it reached LA consulate Thursday the 16th (Via USPS with tracking confirmed). I am hoping to get it back in a week or so judging from their PP processing time which seemed to be faster than that of NY.

I sent it to LA as well. General consensus has been favoring the LA consulate more comparing to NY just because of its fast processing time. Yes, you can send your and your spouse's pp+request letter in one envelope and add the paid return envelop in it as well.
