LVO has total around 24k persons or 7k cases pending for SW only as of Jan. 2013. they process around 1.4 k cases in last 3 months. next year visa quota will be around 12-13k persons for SW for LVO. 4.2k cases or 14k persons for MI-1 only.

1st send them an e-mail, tell them whole situation and politely request them to reopen the file, as it was not your fault at all, it was the postal system, which makes you go through all this. 2nd if you can afford, talk to a good lawyer (immigration consultant) immediately

what kind of documents you are expecting? it depends they send through courier or normal mail. but in any case it should not take more than 4 weeks to reach you.
