    I have the same timeline and situation. I think it would only be considered a routine application if you correct the name on PR card and then apply for citizenship. Otherwise it is still a non-routine application. I would suggest to be patient and wait.

    It looks like they wanna first try with this amendment and see if they have needed votes for the whole bill. If the amendment passed, they would know they have enough votes for the bill itself. If not, they have to spend more time earning others vote.
