The background check includes both criminality check (done by RCMP) and security check (done by CSIS). Most likely your criminality check is done but the security check is not done yet. Call IRCC and ask the agent specifically about the security check. If it is done, you should expect test soon...

Do you know if your security check is done? Because for Mississauga office almost all applications are "Test pending clearance" and when you call the call center what you hear is that "you are in the queue for test".

Have you requested name change? Usually they send applications with name change request to PSU.

I have the same timeline and situation. I think it would only be considered a routine application if you correct the name on PR card and then apply for citizenship. Otherwise it is still a non-routine application. I would suggest to be patient and wait.

It looks like they wanna first try with this amendment and see if they have needed votes for the whole bill. If the amendment passed, they would know they have enough votes for the bill itself. If not, they have to spend more time earning others vote.
