When the employer fills out the new LMIA are they filling it out as they did the first time or as if they already have someone who they want to re-hire?

They told me the same thing, but if you look at the Google Doc for June 2018 applicants, most of them found out within a week when their oath would be. Mine is still in process, so I am a bit nervous.
