I you applied for her visit visa from Islamabad in October 2012, you should be getting response this month. the normal time from Islamabad is about 3 months, but December has lot of holidays as per Canada's calender so expect more than 90 days in your case. Hope that helps.

I don't think there is any waiting period to apply for a second visa. you can apply for a multiple entry visa second time. Make sure your single entry visa is expired before you apply for a multiple one. Just to be on the safe side.

There is no other option to contact them. Either email or fax. I recommend get your business trip first and then after that apply for Canada's visit visa as they take a very long time nowadays to get the case processed. And it's very hard to contact them just in case if you need your passport...
