hi ako_si, I am also from Manila. You don't need the state clearance unless you are currently residing in the US. My husband's FBI clearance was received Oct 27...according to last status inquiry it will be sent on Jan 20. We have not followed up since then. Hopefully we receive it in 2 weeks...

I sent mine last Oct 19 thru fedex, received by fbi on Oct 23. I called helpdesk but no name in the database yet, means envelop has not been opened yet. Good luck to us!
