The work permit or TRV doesn't really matter if you have landed as immigrant with your COPR. You have to apply PRTD from the country you are going to re enter back to canada. TRV only works if you are still under work permit or not landed as immigrant yet.

If you still waiting for your PR card, you can definitely travel outside country and apply PR Travel document as soon as you arrived in the country you will visit. You do not required TRV as you have landed already,. You only need the PRTD. You are free to come back once you have PR travel document.
