Yes, if you are claiming 21 points for 4 yrs of exp then you need to provide ref letters for all the four yrs of your employment. Ofcourse, you need to prove your eligibility of 1 yr in any of the 38 listed NOCs.

It does affect for Australian PR application procedure though.. If an applicant owe any Tax to the Australian Gov/council they would surely ask for repayment of any pending amount before granting the PR. I presume this should be the case for canadaian PR too.
