I believe that Jan - March rush was to some extent related to the reporting for 2013/14 fiscal year. They were pushing applications through the system like never before and scheduling ceremonies on weekends. CIC received $22M in that fiscal year to tackle the backlog and likely had some targets...

An update on behalf of my friends. Application sent - September 2013, Test - March 12, Oath - March 28. No RQ.

To me what you are trying to say here is racial profiling, which is unacceptable. Imagine, that one suggests that the probability of potential citizenship fraud is higher in the applications, submitted by people of your ethnicity. How would that feel?
