No, as long as your application was received at CIC before the implementation then you are fine. They look at the date the application was received, not when the AOR is issued

my friends and I have called CIC call centre several times, and always received the June 19 answer. however, today my friend was told by the agent: "we were given the 19th of June as the effective date, however it is tentative/not confirmed" not sure if this means anything...

to answer your question about GCMS. I applied in Aug. back then it showed blank next to security check and in progress next to criminality. my eligibility was passed. so I'm not sure if there was a BG check going on or not

a friend's colleague got her PPR today. she applied in september 2010 to buffalo, got her AOR in Dec 2010. she was transferred to Ottawa but does not know exactly when.

sharuu, suduko might have a point. my timeline is almost like you, but I went in process in Feb 2012. my GCMS says eligibility passed. so what happened between Feb 2012 and transfer date(july)??

just a quick question.. 2 weeks ago we saw a couple of Aug/Sept 2011 AOR's getting their PPR's and we got all excited... does anyone know if those guys were in the July transfer? or were they all in the May transfer?
