I got the same email today and it has the same problem. Mine is on 11/09/2016 and same date format.

Did MP inquiry yesterday and got the response today. Sept 2015 applicant. Nothing has started. It was same standard response that they received from NDVO saying that we are reviewing applicant eligibility. Medicals have expired and we will contact your constituent's Applicant with further...
