Hi Stephen, You need to have a valid reason for them to allow you for transfer. It really depends on the officer. But if you are filipino, you have a legal reason for transfer since the visa should be processed in your home country or on your country of residence. You can just explain further...

rosy, you will receive the request of COC from VO almost the same time you will receive an MR and RPRF from them. The police will require the letter from the VO before you can proceed for COC application.

CIC is not accepting statutory declaration. Once your application was approved and forwarded to respective visa office, after number of months (depends on processing days of VO) you will receive your MR and RPRF via email (sometime by snail mail), they will include the letter from the embassy...
