take a look to your CPR letter page 3, when already at Canada you have two options, 1.-to go to a Canadian port of Entry (border crossing or Airport) you will need to leave Canada and re-enter at the port of entry ( you can't do this at the airport unless you are arriving in an int'l flight)...

No, you can call Canada service in Ontario and make an appointment, it will take time to get it, (here in Alberta up to 2 months)but if you can't or don't want to travel and you can wait that time you can land in your local cs office

Yes EIAP is very fine to land and the hours for travelers are 24 hrs, first time for my wp (5 years ago) i came wiht my family arriving at 11:55 pm, my visa was processed 11:58 so I arrived on Jan 15, my wife's was processed 00:05 so she officially arrived one day latter on Jan 16th :P
