Yes, although, Quebec doesnt observe this holiday, no idea if it's just officers working here or perhaps the system is automated.

No less than 2 years as of today, it takes even longer for Asian applicants apparently, though.

At this point, pretty much everyone will be processed according to the new rules, I had to pass the DALF C1 because of this and I've been in waiting list for almost 2 months already. Don't waste your time, get to pass B2 at least asap.
