As per ICBC web you can drive on pakistani passport for 60 days.

21 days passed ,InshaAllah we will get our PP back by today or tomorrow.

You should fax PHEP LDN Immigration section ISL ASAP (number at ISL web) and explain your situation,they will help.

After PPR our passports reached ISL on 3 August from karachi any guess how much time it takes, any suggestion to expedite it.
