so when they can apply for provinically funder health insurance .? normally you can apply when you have landing paper signed.are they sending landing paper with immigrant visa on passport?

they mentoned about pre arrival services.does that count health card as well?

hello we just recived passport request from NDVO last night which nov 20,2020.decision was made last week. but my parents are in canada they mentioned to send passports in ottawa, are they sending signed landing papers ?or do we have to cross border or book appointment with service canada? thank you
