Can anybody help me to know the possible reasons for Bank Draft to be not cashed after 2 Months from sening the applications?

yes we applied under the same NOC code......is it could be possible that my letter was lost on the mail and his letter arrived ?! Or i have to wait some more time?? but i think it's a long time already for the draft to not be cashed!!! Can anybody suggest any solution ?
