Do i need to pay the processing fee for all the members of my family?.......say myself, spouse, father, mother, brother,sister(550 x 6 = 3300)????.........is it so??

I am a bit confused with the educational qualifications points and would request one of you to kindly help me out on this. I have a Bachelor of Engineering degree(4-years) from an Indian University (that makes 16-yrs of total fulltime education). How many points do i qualify for? Thanks in advance.
