Hi, I recently received the same reply from Winnipeg office like they are entering the 2nd week of december 2011 application. But I have read from somewhere in the forum the same reply in Feb 2012. What I meant is we can be received the AOR earlier than we expected I guess so. Best!

Hi Pinoy2, I just received the returned application package from immigration together with the letter today. The letter had mentioned the file number and the reason why the application was returned. The reason is " the applicant did not provide proof of signatories of MAS" and i can re-apply...
