All is good. We sent the passport from El Salvador to Mexico on April 7. And it just came back today! Yippee!! Exactly one month. So don't worry yet. It will get to you soon I think. Perhaps semana Santa slowed things Down. :)

Found the answer myself in the CIC manuals...the prepaid waybill is to send the original copy of the actual ARC document back to my husband. Which my husband will need to present at the port of entry when he comes to Canada. I should've figured that out myself! :P
