    I think [ Cap reached == Not Complete ] Package !! i can not find person here that got his or her file number !! 1-when you got your package & letter? 2-When you sent email to CIC? 3-When you got this emai?

    unfortunately it is not strange . it seems that 1122 has been cap reached on july 8 .!!! only one person in this forum told that CIC withdraw money from his CC . many peaple like you got this email .

    Maybe their package had problem and CIO told them that cap reached happened and don't try again ! 8 of July is not believable for me!and CIO website updated on 22 of August?
