This is not necessarily true; my wife came to Canada on a visitor visa in 2012, became PR in 2015, and got her Nexus in 2016. She had to have been living in Canada for three years regardless of whether she was a PR in status or not.

How long will you be in China for? Why don't you fly to China and apply for a Canadian passport at the Canadian embassy over there, if you have enough time?

I would say not to withdraw...leave the application as-is. Also, proceed with the vacation and advise CIC the dates you will be gone. If PR card renewal processing times are too long, i would recommend traveling and then getting a PRTD to return to Canada.

I wonder what they mean when they say "among other changes." I guess we have to wait and find out!
